I've been interested in create some public accounts, which every player can use.
I want to know if its allowed.

??? What do you mean specificlly? Like reopen the "Guest" accounts on the forum, or an account in game? In game guest accounts would seem pointless as anyone could simply just start a new one and/or just give their password around if desired, but this is unethical. Confused
